Does the Automatic Employee tax Data option enter tax rows for contingent workers?

We have the Automatic Employee Tax Data checked on in the installation table. We are seeing that when we enter contingent workers through the Smart Hire template they are getting tax rows automatically.  Is this coming from smart hire template or the Automatic Employee Tax Data setup?
