OPM Costing

If we make a PO For item with 10 pound then it has a vat 5% So the PO Price will be 10.5 Pound and after go to OPM Item Cost the cost for this item will be 10.5 so my question here can the cost appear without the vat, in other words can we neglect the vat effect in the costing module?
