Open Enrollment and Snapshot Definition, Benefit Programs Setup Ignored

We are trying to run an OE or SNP for all employees in given benefit programs.  We have defined the few benefit programs we want to include on the OE or SNP Definition, Benefit Programs page.  But when we run either an OE or SNP process, they pull in ALL employees.  We are trying to process only employees in FIR (Firefighters), but the process is creating events for ALL benefit programs.

The Benefit Programs specified on the OE or SNP Definition page used to control which Benefit Programs would be included in the OE or SNP process.  I've noticed this is no longer the case.  Both the OE and SNP processes are ignoring the defined benefit programs and processing ALL benefit programs.  So where we used to be able to limit which participants were included in an OE or SNP based upon their benefit program, this no long works this way.  Has anyone else noticed this change?  Have you found a workaround?
