Re-pack Raw Material or Ingredient

We have a requirement and need suggestions from OPM experts. The client buys chemicals (raw materials) in bulk from their supplier. These chemicals arrive in large quantity like barrels. As they have a space constraint in their shop floor, they do not move the barrels to the shop floor for material dispensing to the batch mfg. They instead re-pack the contents of the barrels into smaller units and then label them and keep them in the warehouse. For e.g. 100 liters is re-packed into 10 units of 10 liters each and labelled separately. After they are labelled they are used
