Are EBS cloud manager and cloud admin tool the same thing or totally different product?

Hi experts:

I have been researching the fast cloning of EBS (on Oracle Cloud) and saw EBS cloud admin tool was used ("Feature Highlight: Automated EBS Cloning for OCI Compute"  written by Elke Phelps). I also read some documents about EBS cloud manager and was wondering whether these two products are actually the same thing on OCI? Or they are actually totally different products?

If they are different, what are the major differences and used for respectively?
