Login for person in 2 business groups

I am working with a client that wants to set up contingent workers to charge projects via OTL timesheets in multiple business groups. I can set up the person in the second business group and associate them with the same party_id. But when I go to set up the user account I see both person records in the Person field on the User form. Is there a way to set up a single user account without making the user log on/off to switch between business groups to charge projects in both places? Would that be accomplished with a security profile?
