EBS 12.2 fusion coexistence - budgets and encumbrances

I've read note Fusion Accounting Hub (FAH) in a Coexistence Scenario - Golden Gate (Doc ID 1275111.1) which gives a lot of information but says nothing about budgets and encumbrances.

So my guess is that only Actuals are being transferred to Fusion GL. Is that correct?
