Attaching a UBE to the Payroll ID Final Update Step 5 using the Report Setup row exit

Is there a way we can trigger a UBE (more specifically, a R55xxxxx UBE) to execute at the Pay Cycle Workbench Final Update by attaching that UBE to a Payroll ID by using the P07210 Report Setup Row Exit?  We can add that UBE (report) in the F07354 table at step 5 (Final Update) no problem however the R07354 Report Driver called by the R07250 Final Update Driver does not launch it.

In fact, that depends; I have attached the R073013 report (Payroll Register Summary) and R073910 (Anniversary Rollover in Update Mode) at step 5 (Final Update) of a Payroll ID and both reports have indeed been executed at Final Update. The R073013 report was empty obviously since the R07250 Final Update had removed from the F07300 the employees locked to that Payroll ID by the time the Final Update step called that R073013 so this is normal. But while testing that scenario, in addition to the R073013 and R073910 which I saw being executed by the Final Update and the R07354
