RAC Service runs on wrong instance

Hi

OS: windows 2012 R2

DB: Oracle Database 12.2

I have main RAC service DBORADG which I want to run on both instances of 2 node RAC database.

whenever I start this service on node 1 (cdcvmahoradb01) the node crashes during peak time. However same service continue fine on second node cdcvmahoradb02,

I suspect this is because of some misconfiguration of service, crsctl status res -t reveals that dboradg.svc is configured on instance 1 and 3. Since I don't have node 3, how I can bring it to 1 or 2 without removing or stoping the service. Below is the output of crsctl status res -t;
