New install of 11.2, issue with the ARM_Reference Table..?

We are doing a new install of 11.2 to replace 11.1.2.4.253. We did the install, exported old schema and re-imported into new, except for the ARM_References table. That was is 1 TB and  growing. Was wondering if anyone else has that issue, plan to resolve, suggestions? This is preventing us from upgrading without some sort of workaround.
