Guidance for EBS NLS RUP patches

I am completing an upgrade from EBS 12.1.3 to 12.2.8. I am at the point to apply the NLS translation sync patches - I have 4 languages to do. One NLS note indicates this can be hotpatch or fs_clone. Last test run I ran in hotpatch mode - and when it errored and was unresolvable I had to restore last backup and start over. Which method would be best here? Will there be a need to do a cleanup and clone afterwards? IT makes sense to me to get all 4 in before synching the system. If I understand correctly
