cannot log into "My Services dashboard" as a tenancy administrator

in EBS on Oracle Cloud Infrastructure (MOSC) Question

Hi, Experts:

I am following the Oracle document of Doc ID 2434500.1 to install an Oracle EBS Cloud Manager. I have completed all steps till "5.4 Configure IDCS Integration with Oracle E-Business Suite Cloud Manager". That is, I have configured a virtual cloud network, created a compute instance with Oracle EBS Cloud Manager image. I then used Putty to connect to the compute instance and ran "perl configure.pl" which completed fine.

However, on the step of "5.4.1 Create Groups and Federated Users in Identity Cloud Service", I cannot log into "My Services dashboard" as a tenancy administrator.
