Revenue Budget Baseline Getting Rejected.

Created a Revenue Budget in Budgets form in month of March.   March period is closed.  Trying to increase that budget by 500 in month of April.  Application is rejecting baselining of the budget.   Any thoughts on this issues are appreciated ?
