RTCP policy not generating any RTCP traffic

Hi Everyone,

My scenario is SIP Carrier <-UDP-> Oracle virtual E-SBC v8.1.0 (MS Hyper-V) <-TCP-> SfB Mediation (media bypass disabled).

We are wanting to have the SBC generate RTCP traffic to the SfB mediation as we have found our SIP carrier sometimes doesn't send any RTCP traffic if an upstream provider isn't passing it to them. When an SfB user puts calls on hold, the SfB mediation server is wanting RTCP traffic to validate that the call is still active. If the SfB mediation doesn't get the RTCP traffic it will hang up the call after 30 seconds. Yes we know that SfB has settings for RTCP being required or not, but the SBC is meant to be able to
