adconfig issue in EBS 12.1.3 against 19c db

we are trying to upgrade EBS 12.1.3 running against 11.2.0.4 db to 19.3 db as12.1.3 is now certified against 19c. We managed to upgrade db as well as convert to PDB but adconfig is not running successfully on db node. There seems to be some connection issue as it is trying to connect to CDB instead of PDB. is there specific setting in CONTEXT_FILE or env file that we need to set before running adconfig?
