Default APEX_030200 is installed in Oracle database 11g Enterprise Edition (11.2.0.4). I need to upgrade the database to NON CDB of oracle 19c(19.0.0.0) version.DO I need to upgrade the APEX before the DATABASE upgrade , can some share me the steps ?
