Adjusted items are not available in new location

After opening a previously closed business unit, we are able to transfer in and out items without error.  However, any manually adjusted items are not available in the location they were added.  Each time the item is selected, it prompts that there are no available rows to adjust, yet it shows available in the Inventory Inquiry by Area.

Is there a process or step am I missing that validates the location?
