Does geocode upgrade manager need to be ran after patch 30902808 (quantum update for CO SIT) ?

The patch readme for the below update says Geocode Upgrade Manager must be ran.  Note that we ran the Geocode Upgrade Manager with the 2019 year-end patches and confirmed it had been ran thru 2019.

We installed the update on our DEV instance and I ran the Geocode Upgrade Manager in debug mode and the only thing in the output is the table showing it was ran for each year (up thru 2019).    I looked at the output for the spawned process "User Defined City Upgrade" and it says "No User Defined City Changes found that need upgrade.    No Processing required."


Is it necessary to re-run the Geocode Upgrade Manager?
