Please advise on how to resolve the conflict 30446296

For Oracle 12.2.0.1 on Windows 64bit

We currently have the following patches installed in our Oracle Home:
28994068;28994068:WINDOWS ORACLE JAVAVM COMPONENT BUNDLE PATCH 12.2.0.1.190115
28810696;WINDOWS DB BUNDLE PATCH 12.2.0.1.190115(64bit):28810696

When trying to install patch 30446296, we get the following conflicts:
Following patches have conflicts: [ 28994068 30446296 ]
UtilSession failed: Please rebuild the superset patch [30446296] to make sure it supersedes all the relevant patch(es) [28810696,28994068].

Please advise on how to resolve the conflict and if an alternative patch to 30446296 is available.
