As part of DB(12.1.0.2) upgrade to 19c, create pluggable db failed using txkOnPremPrePDBCreationTask

Anybody encountered this situation?

We are trying to upgrade our EBS 12.1.0.2 database to 19c. High level steps are

  1. Create CDB
  2. Upgrade non-cdb to 19c
  3. plug-in non-cdb into cdb as pdb

Step#3 failed due to insufficient space in the diskgroup.

However we are unable to recover from this situation even after adding space to the diskgroup. PDB gets created but is in 'mounted' state. Engineers on the SR were unable to help and I was asked to restore the whole db to restart at that point. It is a really painful process having to restore for what ought to be a much simpler fix for the next attempt.
