Trip Stop Interface repricing all sales order lines

The Trip Stop Interface is pricing all lines on a sales order instead of just the lines on the delivery. This includes closed order lines.

What can I check to determine why this is?

The setups are very standard.

I am not using the "Reprice at Fulfillment" workflow. Just the "Standard Line".

No changes to the pricing events.

One freight modifier to capture freight costs.

We have orders that have 10k lines and this is killing performance as we have only one line on a delivery but ship hundreds of lines per day.

(Before you ask, yes it is a crazy business decision before I got involved.)
