Project Actual Rejection Codes

I am trying to set up project actuals costing using an external payroll file. While running the process, I am getting some rejection codes. We have been testing with timecards imported from OTL, and a file created from an external source and loaded into pa_pay_ext_interface_header and pa_pay_ext_interface_details.

During testing we have found that the location on the employee's assignment needs to be populated. However, after populating that, we cannot get the hours for the selected pay period to cost. We are getting the following errors:
