Images not showing up after Apex upgrade from 19.1 to 19.2 and install of patch p30392181_1920_GENER

I recently upgrade Apex from 5.1.3 to 19.1. All of the applications and icons, images were working fine. However, users were not able to export/import or get .pdf to render online properly. There were some bugs on 19.1. So, I read that Oracle suggested to upgrade from 19.1 to 19.2 and install patch p30392181_1920_GENERIC should fix many of the issues we were having. Well, Now we can't see the images next to the applications, we were able to see them on 19.1 but not on 19.2. Is there a specific directory that I need to place the updated images that
