Fluid delegation photos missing

I have granted managers the EODL_USER role. When I go in as a manager and add a new delegation request, when I get to Step 2, all of the photos are missing. If i grant them the PeopleSoft Admin role, the photos appear. What additional security is needed besides the EODL_USER role?
