Specifically the Blog does state that due to current problems ODAVP was postponed and 19.6 was released for Bare Metal.
"...

The ODA 19.6 Release will not support fresh provisioning or upgrading of the Virtualized Platform.

We are actively working to resolve the technical issues associated with Oracle Database 19c support on the Virtualized Platform, but do not want to delay the ODA 19.6 Release for bare metal customers.

..."

Note: There is no mention when ODAVP will be supported on 19.x.  What is stated is the following

"...Oracle Database 19c will be supported on the Virtualized Platform in a post-ODA 19.6 release..."

  Correction: 4_22 :   I had previously made the following statement.
