Switching to AWE Workflow for Time and Labor, but have people who approve for large populations

Hi, we are testing switching to AWE  Workflow for Time and Labor, but we have some people on our campus who want the ability to approve time for entire colleges. For example, someone in the Dean's office of the College of Medicine wants to be able to approve time for the entire college. There are hundreds of employees in that College and all of it would route to this approver in the workflow. I think I read somewhere that there should not be more than say 6 people that the time would route to, so I am worried about performance
