2020 W4 entries on rehire when they have another existing active job

We are currently on HCM 9.2 PI 33 and PT 8.56.16

Trying to get clarification as to when a new 2020 W4 entry is automatically entered under these circumstances:

• An employee has a empl_rcd = 0 active job row dated 2/2/2019 with a 2019 or earlier W4 form in place
• The employee is being rehired on empl_rcd = 1 job row with an effective date of 4/1/2020 - when this data is keyed, it appears that a new 2020 W4 Federal/State Tax data is automatically entered with the 4/1/2020 effective date with the 2020 or later radio button turned on

So my Payroll team is thinking that since there is already a 2019 or earlier W4 form in place for the currently active job, that the new W4 should not be automatically inserted for the rehire into a second job - this is based on the fact that the employee is currently active.
