Why am I getting Invalid Username/password creating DBLINK?

I have a new PDB in a new CDB on the latest version of 19c.  I'm trying to create a database link to a 11.2.0.4 db.  I've tested the username and password via SQLPlus and copied the username and password from that test to the command to create the dblink.

Why am I getting Invalid Username/password creating DBLINK?
