ABBR- Rehire/Hire- As of date for coverage formula

We are in 9.2 version, PUM25 and PT 8.57.10

As of 'Last Year on '

Month '11'

Day '1'

ABBR - Created custom ABBR and populated eligible amount

Q1:

Employee Hired on 02/01/2020 - Whether employee should have ABBR effective date as hire date i.e 02/01/2020 ( or) should i insert effective date as 11/1/2019  to take the deductions for the calculated amount?

Note: I tested however it always looks back as of 11/01/2019 to calculate the deductions ( irrespective of hire date ) - Please confirm whether it is bug?

I expected the system to look at hire date

Q2:

Active Employee has ABBR with EFFDT as 11/01/2019 however he got terminated on 02/01/2020 and rehired again on 03/01/2020. If I need to compute the ABBR based on the calculated amount then should I need to updated the old ABBR value with same effective date ? - Whether hire/rehire will still look at 11/01/2019 ABBR Effective Date? - Irrespective of whether they are hired and active on that day???
