how to avoid EM13c pop-up Error emT:ch_aot1

EM13c : Login to Enterprise Manager 13c Cloud Control Gives Pop-up Error emT:ch_aot1 (Doc ID 2114816.1)

This document says to

1. Login in to 13c Console.

2. Navigate to SYSMAN --> Preferences --> Accessibility

3. A popup with few options will be listed, the first option "I use a screen reader" should have been selected.

4. Un-Select this option and you should get the default mode of display.

But after clicking accessibility option, it EM13 does not show any dialouge box to choose option from. Anyone faced this issue before?

I tried deleting user abc and recreate it. Still the same issue.
