Oracle OEM reports ora-01013 as critical how to change this to a warning?

I'm currently experiencing een overload  of ora-01013 on my databases . These alerts are being caught bij OEM.

I would like to change this alert from a critical (which in our setup triggers an page) so that it is no longer a critical alert

but I don't seem to be able to find the related metric that I need to change so I can  reduce it from  critical to warning.

I tried changing the parameters for the Generic alert log error.   It currently has no value for the critical setting.

I also tried changing generic incident  and generic internal error  so that the .* is sitting at the warning spot and not the critical. but those actions  didn't change the fact that we kept getting the critical alert and hence a page.
