Change Assistant Not detecting Dependent ESUs installed via UN3 while installing a new ESU

In our client system (App 9.2, tools 9.2.3.1 on Windows 2016, SQL server 2016), we had applied UN3 while building the system which should have all the ESUs right from beginning till 16th Oct 2018.

Now we are trying to install a new ESU which has dependencies on two baseline ESUs dated around 2016.

While installing this ESU from Change Assistant, installation is failing as it is looking for dependencies. It should ideally pick the dependent ESUs from UN3 but that is not happening and its asking to download it. As the UN3 installed all ESUs, it should not ask for dependencies for any ESUs.

Anyway, we downloaded both dependent baseline ESUs and tried installing the new ESU with expectation that this baseline ESUs will be skipped by CA. But to our surprise, CA installed those baseline ESUs and based on the PDFs it did DD merge, UDC merge and Control Tables update. However for spec merge it was Not Application for all the objects.
