When open Request Output in EBS - Open/Save/Save as Dialog window is not popping up

In EBS Concurrent Manager -  Navigation: Request Output - before report opens in PDF there is a Dialog Window pops up with 3 Options - Open/Save/Save As  ... but for some users this dialog does not appear but opens the report right away without saving option... So, What are those users missing? I checked on Internet Options (in IE)- they seem OK - Popup blocker is OFF. Maybe some profile option is missing?? Please help...
