My Application Toad long time to login to My database

i have oracle rac database 12c in two node

and scan IP above there

The scan IP take long time to connect to database

from toad or forms builder or report builder 12c

when connect by My application ( Toad ) direct to first node the

connection is success

but where connect to another node it take long time ( from 5 to 15 min )

or time out

and we take some solutions

restart two database

restart lsnrctl to all database

but same Problem
