P17714 error creating new Equipment order

JDE Enterprise One version 9.2

Tool release 9.2.3.4

We use the P17714 to create equipment orders in the F4801. Users suddenly started to encounter and error when attempting to enter an new order. There has been no code changes, no security changes. All the setups look ok. I can create a new equipment by copy an existing order using the P48201. 

The error message is " Work Order Description required....A form level error has occurred...Cause...the work order description is blank...."

Any ideas what is causing this?
