Is Configuration Manager still relevant for Database 19?

Hi,

I'm trying to figure out if Configuration Manager (Collector)is still relevant, supported, and/or useful for an Oracle Database 19 installation.  The 19 administrator documentation doesn't mention it, and it is no longer as easily findable/promoted in MOS as it was in the past.
