While Entering Budget lines - New FY's periods are not available

Hi,

When our PA team is entering Budget for coming FY, they found they cannot enter budget lines for all periods of the FY 20/21. Only for those GL Open period and Future entry periods they can enter resource cost not beyond, which they say is not the case earlier, They always used to enter resource cost / budget lines for all periods of the FY . Can some one guide.

Below is the screenshot - only Period 01, Period 02 and Period 03 are available to enter values.
