E1 03B - Zero Value Receipt w/Partial Credit Memo

In JDE 9.2 have applied JN17692 which includes Bug Fix 25453625 "Zero Value Receipts Creates Chargeback w/Partial Credit Memo".  Per the steps to reproduce I have created a zero value electronic receipt for full payment of an RI and partial use of an RM (open RI is $100, open RM is $(200)).  Run R03B551, calls R03B50 and then R03B50D.

No chargeback is created but zero dollar receipt does not utilize the RM credit memo to pay the invoice.  Invoice is paid and an RU unapplied cash is created for the invoice amount.  The RM credit memo is not touched yet both the RI and RM are updated to Y in electronic receipts.
