Can one request set be made incompatible with another request set?

We run a high volume of invoices, and there are several request sets to generate groups of invoices (for different customers, different projects, etc).  Each set runs the same jobs but for different data.  We do try to schedule them at separate times but if anything clogs the concurrent manager, some are delayed and then several may run at once. 

So we would like to make one request Set incompatible with another Set, at the set level. 

Can that be done?
