Does TFA Blackout stop sending emails when configured?

TFA=19.2.0.0.0

We recently blacked out a database from TFA in hopes that the emails would stop for the particular database while we are doing testing on the database. Even with the TFA blackout enabled. we continue to get TFA emails. Is TFA blackout supposed to stop sending emails when enabled? Below shows that the blackout is in place (DB name has been changed).
