Is it possible to create shipment number with-out Transportation setups?

Example : i am doing basic Sales order creation including Warehouse - Picking process , But System not generated Shipment number as i need to validate during carton reorgainsation .

Hence is there any possible standard way to create shipment no & Pick Number ?
