Planned cost for people without rate schedule

Hi

Planned cost for people will  be derived  by multiplying the quantity with rate schedule .

But business has a requirement to enter the planned cost without any rate schedule as it is difficult to manage the rate for planned cost  because actual will get through time card entered by end users .

Please let us know if any business has implemented this scenario .
