Indiana County Withholding in jde

For calculating the Indiana County Withholding, we perform an additional tax overrides for the employee for which we want to withhold the local county tax. Please can someone help with me the reason why we need to perform this additional step to calculate the local county tax in JDE and is there any other workaround apart from doing an additional tax override
