Tax Exempt Cert in P42101 not populated

We are on JDE E1 9.2 TR 9.2.2.5.  We have discovered that our main P42101 version does not populate the tax exempt certificate on the header during initial order entry.  We have looked at Pristine and it does.    We did, by chance, find a custom version in PY that also works.  The difference was that Header Branch Plant (option 11) and Default Branch Plant (option 12) on the defaults tab were reversed.  I set the Header Branch to 1 (shipto) and flipped Default Branch on and off.  When Default Branch is populated, the exempt cert does not show up.  The
