T-7 not getting generated for a new company.

When I run journals, I see the records in the F07490,7491 & 7492 but when I final payroll the t-7 vouchers don't get created. I have setup the company in the address book company record, with the A/P vouchers tab having the payment terms, payment instrument setup. On the Tax Information I have setup the Tax Expl Code, tax rate area, and tax ID. What am I missing.
