CDB Build fails without PDBADMIN password

When creating a CDB database, if you select to create an empty container (ie. no PDBs) you are not prompted to enter the PDBADMIN password and the build fails since that information was not provided. If the PDBADMIN password is required for the CDB build then it should be prompted for. Is there a reason that this occurs?
