How to call Vertex Tax Link and reroute the response without initializing AutoInvoice program(s)

I need some help.  Please forgive me if I've missed an already posted answer.  I've spent hours on the forums and Googling without any material progress.  Thank you in advance for your help!

Context:

My company uses a custom application to quote the customer.  The custom application points to an instance of Vertex that is separated from the Tax Extensions residing in Oracle.  My company has another instance of Vertex that is integrated with Oracle and the Tax Extensions.

Problem Statement:

Our custom application often quotes tax wrong to the customer because it is getting a quote from Vertex that hasn't passed through the Tax Extensions in Oracle.
