Express Work Order Material Issue

We want to process an express work order for an asset and we want to issue out material against the asset using the one-page Express work order.  We do not want to provide any resource information because we are only tracking material used.  My question... should we be able to do this?  I am not able to test it right now because my forms error out the minute I try to process an express work order with only material components...I have opened an SR with Oracle in regards to the error.

Should we be able to issue material against an asset using the express work order form without providing resource information?
