upgrade ORDS 18.3 to 19.2

On a linux system, once I upgrade from ords-19.2.0.199.1647 from ords-18.3.0.270.1456, I try to enter the application and this message appears before entering

There is a problem with your environment because the Application Express files are not up-to-date! The files for version 18.2.0.00.12 have been loaded, but 20.1.0.00.13 is expected. Please verify that you have copied the images directory to your application server as instructed in the Installation Guide.

The oracle documentation mentions Restart WLS, It has been made, but it doesn't work, continue the message
