Page Break - Blank 1st Page Double Last Page

I have created a report where requirement is to have a page break on State.  My issue is the first page is blank, then state page break functions properly until last page which has the last two states.

On the state group, using the following to create break:

<?for-each:G_STATE?>

<?split-by-page-break:?>

Error of my way?
